Umbrella Bins

You only need an umbrella when it is raining, so why not only have one when it is? Umbrella Bins is a city run program that allows users to pick up a city umbrella outside of any store or apartment and carry it to their destination. The citizen just drops the wet umbrella in the bin outside of the place they arrive to for the next person to use. The program would be run similar to the city garbage pick up. There could be a department for the distribution and repair of umbrellas. This department is responsible for picking up broken umbrellas and returning them to the manufacurer to turn into new umbrellas. The top of the umbrella is made out of a water proof plastic that is capable of being up-cycled. The stem is made of aluminum that is light weight and also able to be up-cycled. The bins are also made of plastics that can be reused in the technical cycles. The bins also have large opening in the bottome of them to let the water from the umbrellas that are held in the mesh liner drip to the ground. The umbrellas would be unique for each city giving the city a new since of identity. (You are in Chicago when you see red and orange umbrellas and Seattle when they are green.)

Seems like a tall order to ask of any big city government.
